Intéressante lettre de Wellington, qui commande l'armée d'occupation des Alliés en France, sur les intrigues contre Louis XVIII, et la transmission des courriers. «I requested Colonel Ross who went to England yesterday to make you acquainted with certain circumstances which had come to my knowledge which had created a suspicion in the Minds of persons in authority here that the Govt were not very well disposed towards & were not acting fairly by Louis XVIII. Very little caution in receiving & forwarding letters for Individuals, & a frank explanation of our conduct, and each of the Ministers in England confining his attention in future to his own department will have the effect of setting as right in the opinion of the French Govt in a short time. But there are other measures which must be adopted to put an end to the base system of Intrigue carrying on between the disinterested here & their Patrons in England, with the sole view of overturning the King of France's Govt and of reviewing the confusion out of which we have just escaped. The Means by which these Intrigues are carried on are the Ambassador's messengers. [...] I earnestly recommend to you to order that no letters excepting to a few Official Persons shall be sent by the messengers; & it could be as well if persons in Office were to be cautious for whom they should send letters. It would be right to extend this measure to Spain & Italy as well as France; as if I am not uninformed our Countrymen are very busy in both these Countries; particularly at Rome»....
