He recommends to the "liberator of Belgium" and "avenger of France" Doctor Guinet "a doctor, highly educated, zealous patriot who could be employed successfully". He sends him "a copy of another philosophical joke, which has been successfully put up in Paris and elsewhere. It is a parody of the Bill of Rights.
