He transmits a note from General von DÖRNBERG, received tonight, with a request to put it before the King's eyes. He goes to Tienen to meet BLÜCHER, but expects to be back at 5 or 6 o'clock in the evening . Attached is an autograph MEMORANDUM from the Comptroller of the British Army Finance, Anthony ROSENHAGEN, [early] 1815 (4 pages in-4). Mem [orandu] m of Subsidiary Arrangements, 1815, summarizing an agreement annexed to the General Treaty of Alliance, providing for the payment to Austria, Russia and Prussia of a subsidy of £5 million for one year, the first monthly installment falling on 1 May 1815. In addition, the Duke of Wellington has full authority to meet or exceed the quota of 150,000 troops that Britain will provide to the army; to this end the Duke has dealt or is negotiating with sovereigns or other powers in Bavaria, Portugal, Sardinia, with a view to a renewal of the war . Following are the pecuniary arrangements provided for by the Treaty of Paris or the negotiations in Vienna, to be satisfied: 1° one million to Sweden, as compensation for the retrocession of Guadeloupe to France; 2° the conditions for the transfer to Great Britain of a quarter of the Russian debt in Holland; 3° the Anglo-Dutch commitments for the cession of African islands or cities; 4° the settlement by Great Britain of outstanding obligations owed to Portugal; 5° the Sicilian subsidy of 400,000 pounds sterling will probably continue during the war with Murat .
