"Citizens! In all the great acts in the life of a people the government has the duty to make its voice heard by the Nation. You are going to perform the greatest act in the life of a people: elect the representatives of the country; bring out from your consciences and from your sufrages not only a government, but a social power, but a whole constitution! You are going to create the Republic! The Republic of all rights, of all intelligences, of all virtues! ...] the Republic will be strong and great as the nation, holy as the idea of the people, imperishable as the Fatherland!
